They were often in the same region and saw each other at some point. Whether it be stalking, robbing, or harassment, the two parties would eventually come into contact in order for the crime to take place. However, with the introduction of technology came an entirely different subsection of crime and the interactions between victim and offender because blurry.<br><br>Technology introduced an entirely new world for offenders to explore. This world opened doors for new criminal activities that didn&#8217;t require physical interaction and could easily go unnoticed with the right skill. Offenders now had the ability to target victims from across the globe. Now, victims and offenders no longer need to be near each other. Anyone with technology can find themselves victim these crimes.<br><br>Additionally, before technology took over the world, victims were often aware of these criminal activities. And most offenders left some sort of evidence or trace of their presence at the crime scene. Now, many years later, offenders are becoming more and more creative. It&#8217;s gotten increasingly more difficult to track down offenders because they are able to erase their cyber footprint. And more often than not, cyber offenders go unnoticed. Victims no longer know when and if they&#8217;re being targeted because of the ability for offenders to remain hidden behind walls of code.<br><br>And to make matters worse, the interactions between offender and victims online are impacted significantly because of the lack of proper jurisdiction in the cyber space. A study done by Hazelwood and Mignon (2013) states that &#8220;there is also a need for well-written legislation that details the protections and penalties for CS [Cyber Stalking] and CH [Cyber Harassment] in the U.S.&#8221;.
