The uncertainty and likelihood of unintended outcomes in the cyber context tend to suggest that our stance should be proactive in nature. Instead of hard rigid, detailed policies which are likely to become outdated, we should adopt flexible frameworks that are more inclusive of new threats and new technologies.<\/p>\n\n\n\n<p>In his view, it would be for the good of the world to put ethics first and necessary technology second, noting that laws have to protect human rights and do not invite reckless behavior even when some dangers are still unknown. This entails a continual surveillance of cyberspace critical infrastructure for vulnerabilities, ensuring that citizens\u2019 private information is not at risk, and designing systems that are resistant to surprises.
